Certain categories of records are excluded from online systems under federal and state law, including adoption, juvenile, mental health, and cases protected by the Violence Against Women Act.

In-Person Search

Both Umatilla County circuit court locations have self-service kiosk computers in the courthouse lobby for searching digitized records at no charge. Are Court Records Public in Umatilla County?

Oregon operates under a strong presumption of public access to court records. The Oregon Public Records Law (ORS 192.311–192.478) grants every person the right to inspect non-exempt public records held by a public body, including court records. The Uniform Trial Court Rules and the Sixth Judicial District Supplementary Local Rules further govern how records are maintained, stored, and made available in Umatilla County’s circuit courts.

Umatilla County Criminal Court Records

Criminal cases in Umatilla County are prosecuted in the circuit court. Felonies, misdemeanors, and violations are filed at either the Pendleton or Hermiston courthouse depending on where the alleged offense occurred. Municipal courts in the county handle city ordinance violations and certain minor criminal offenses.

Searching Criminal Case Records

The Register of Actions for criminal cases is available through the OJD online search tool. The register lists charges, hearing dates, pleas, and dispositions but does not include copies of filed documents. Oregon Criminal History Records

Statewide criminal history information is maintained by the Criminal Justice Information Services (CJIS) Division of the Oregon State Police. There are two primary methods for obtaining these records:

  1. Requesting another person’s record: Complete the Request for Oregon Criminal History Information on Another Individual form. Provide the subject’s full name, date of birth, and Social Security number (if known), along with a mailing address for results. Mail the form with a $33 fee (check or money order) to:

Umatilla County Sheriff’s Office

The Umatilla County Sheriff’s Office maintains arrest records, incident reports, and the county jail roster. Umatilla County Civil Court Records

Civil matters filed in Umatilla County Circuit Court encompass lawsuits involving contract disputes, personal injury claims, property disputes, landlord-tenant actions, foreclosures, small claims, and other non-criminal proceedings. Filing Fees for New Civil Actions

Oregon circuit court filing fees are established by statute. Under ORS 21.135, the standard filing fee for commencing a civil proceeding is $281 (effective January 1, 2026). Fees for tort and contract actions vary based on the amount claimed, as set out in ORS 21.160. The Sixth Judicial District maintains a local forms page with downloadable documents specific to Umatilla and Morrow County proceedings. Umatilla County Family Court Records

Family law cases in Umatilla County are heard in the circuit court and include dissolution of marriage (divorce), custody and parenting time disputes, child support modifications, protective orders, paternity actions, and adoption proceedings.

Divorce and Dissolution Records

Divorce case files are maintained by the circuit court clerk. Basic case information—filing date, parties, and disposition—can be found through the OJD online records search. To obtain copies of the actual dissolution judgment, parenting plan, or property settlement, submit a records request to the Pendleton or Hermiston office using the standard procedures and fee schedule. Protective Orders

The circuit court issues several types of protective orders, and related forms are available locally. These include Family Abuse Prevention Act (FAPA) restraining orders, Elderly Persons and Persons with Disabilities Abuse Prevention Act (EPPDAPA) orders, Sexual Abuse Protection Orders (SAPO), Stalking Protective Orders, and Extreme Risk Protection Orders (ERPO). The Sheriff’s Office Civil Unit is responsible for serving evictions, restraining orders, and small claims documents issued by the courts.

Adoption Records

Adoption records are sealed under Oregon law and are not available for public inspection. Only parties to the adoption or individuals with a court order may access them.

Marriage Licenses and Records

Marriage licenses in Umatilla County are issued by the Umatilla County Records Office. Both applicants must appear with valid photo identification. The application can be started online, and appointments can be scheduled for the Pendleton office; the Hermiston office does not require an appointment. Key details include:

  • Fee: $67.75 (non-refundable), which includes one certified copy
  • Additional certified copies: $4.00 each
  • Waiting period: Three days after issuance before the license can be used
  • Validity: 60 days from the effective date
  • Age requirement: Both applicants must be at least 18 (a 17-year-old may marry with parental consent and proof of identity)

Once the completed license is returned after the ceremony, the Records Office mails an official certified copy to the couple automatically.

Birth and Death Certificates

Birth and death records are not maintained at the county level. These vital records are held by the Oregon Health Authority (OHA). Certificates can be ordered online, by Phone: (through VitalChek at (888) 896-4498), by mail, via drop box, or in person by appointment. Under ORS 432.380, birth records are restricted for 100 years and death records for 50 years from the date of the event, with access limited to eligible applicants such as the registrant, immediate family members, or legal representatives.

Fees for vital records through OHA vary by order method:

  • Mail or drop box: $25 per certificate
  • In-person appointment: $28 ($25 + $3 identity authentication)
  • Online: $47.50 ($25 + $7 expedite + $15.50 VitalChek vendor/security fee)
  • Phone: $49.20 ($25 + $7 expedite + $17.20 VitalChek vendor/security fee)
  • Additional copies: $25 each regardless of order method

Umatilla County Probate Court Records

Probate matters in Umatilla County are handled by the circuit court. There is no separate probate court; instead, the circuit court’s probate division manages cases involving the administration of estates (testate and intestate), guardianships of minors and incapacitated persons, conservatorships, and will contests.

Accessing Probate Records

Probate case records can be searched in the same manner as other circuit court records. Use the OJD online search for basic case information, visit the courthouse to review files on the kiosk computers or at the counter, or submit a written or emailed records request. The same copy fees that apply to civil records apply to probate document requests.

Probate Filing Fees

Probate filing fees are set by Oregon statute. Under the 2026 Circuit Court Fee Schedule, the standard filing fee for commencing a probate proceeding is $263 under ORS 21.135(3)(a). Any subsequent appearance in a probate proceeding carries a fee of $281. Certified copies are $5.00 plus $0.25 per page. Municipal Courts and Justice Court

While probate and most substantive litigation is handled in circuit court, Umatilla County also has several municipal courts and a justice court that handle lower-level matters such as traffic violations and city ordinance infractions.
